Reconciling Campus Main Meters and Submeters Before Energy-Platform Integration
Check meter topology, time windows, multipliers and shared loads before interpreting a difference. Preserve unallocated residuals and distinguish monitoring from settlement.

Check the accounting boundary before interpreting the difference
Do not immediately label main-meter consumption minus the sum of submeters as a distribution loss, or allocate it to tenants. Verify the physical boundary and time window first, then multipliers, shared loads, missing readings and meter replacements. The residual becomes investigable only after known differences are separated.
This guide concerns operational reconciliation of comparable electricity measurements. Billing, meter accuracy determinations and electrical-engineering judgments require separate confirmation by the owner and appropriate professionals. Software reconciliation does not replace metrological verification or settlement rules.
Create a meter tree without double counting
Record meter ID, location, parent meter, covered area, measured load and active dates. Where a building meter includes tenant submeters, do not add the building meter and all its children together. Compare one consistent level, or expand selected branches while counting each load once.
- Is shared lighting or HVAC separately metered, or already inside a branch?
- Does a submeter cover only some circuits, and has a tenancy change altered its scope?
- Where PV, storage or other bidirectional flows exist, what do import and export registers mean? They cannot be treated as ordinary one-way child meters.
- Are installation, removal and replacement dates tied to topology versions so that historical reports use historical relationships?
Compare consumption increments over matching periods
Cumulative register values are not directly comparable totals. Calculate the valid end-minus-start increment for the same period, then apply the documented unit and multiplier. Do not multiply again if the source already reports primary-side energy. Split periods that cross a reset or replacement rather than setting a negative increment to zero.
| Check | Evidence | Visible data state |
|---|---|---|
| Time window | Start/end timestamps and source time zone for every meter. | Measured, estimated, late or missing. |
| Units and multipliers | Meter/acquisition configuration, transformer records and field definitions. | Raw value, converted value and rule version. |
| Shared or unmetered loads | Confirmed topology and shared-area scope. | Measured shared load, estimates and unallocated residual shown separately. |
| Meter change | Reset/replacement record and effective date. | Segmented accumulation with source explanation. |
Agree whether estimation is permitted at a missing boundary, which method applies and how it is labeled. Quietly substituting an old reading must not produce a result presented as exact measurement. See the meter reset and replacement guide for individual-meter continuity.
Keep an unexplained residual visible
Hypothetical example: over one hour and the same import boundary, the main meter records 1,000 kWh while non-overlapping measured branches total 900 kWh, including the shared-area meter. Display a 100 kWh residual for investigation rather than allocating it automatically. Unmetered circuits, timing, multiplier configuration or other factors may be involved; these values alone do not identify a cause.
If a separately approved allocation rule is needed, retain its version and the underlying readings. An operational estimate must not overwrite measured data. The example illustrates arithmetic, not customer performance or an acceptable-error threshold.
Validate three kinds of periods before launch
- Complete period: manually recalculate branches and residual using aligned times, known topology and confirmed multipliers.
- Exception period: test missing, late and replacement-crossing samples, including agreed quality labels and recalculation or hold behavior.
- Change period: use an approved tenancy or circuit reassignment and confirm that historical periods retain the corresponding topology version.
Select alert thresholds from actual metering conditions, completeness and intended use, not an arbitrary percentage from an example. DOE 50001 Ready Navigator Task 8 treats energy boundaries, collection planning and repeatable measurements as analytical foundations. Referencing this guidance does not confer energy certification.
Prepare the inputs before commissioning the views
Provide topology, meter inventory, units and multipliers, clock sources, change records, samples and shared-area boundaries. Add approved business rules if tenant allocation is required. These inputs support energy-data visualization and platform development before overview, trend and reconciliation pages are specified. For comparison across production conditions, see energy and production analysis.
