A company cannot choose another city simply because its application window is more convenient. Green Factory status focuses on lawful establishment, independent accounting and actual manufacturing. First confirm the applicant entity and production location with the authority where production takes place.

What steps does a company usually follow?

  1. Confirm entity and jurisdiction: Check the applicant, actual production address, independent accounting and manufacturing activity.
  2. Find the current call: Read the annual application or nomination notice issued by the local industry and IT authority.
  3. Choose the evaluation requirements: Self-assess against sector-specific requirements if the company is in a designated focus sector; otherwise use the general requirements.
  4. Organize data and evidence: Align definitions for energy use, carbon emissions, resources, production, environmental performance, products, land and improvement projects.
  5. Submit through the platform: Complete forms and upload materials on the Industrial Energy Conservation and Green Development Management Platform as directed locally.
  6. Undergo local review and nomination: The local authority verifies authenticity, accuracy and advancement, then forms a list or nominates upward through the prescribed process.
  7. Maintain status continuously: After listing, keep annual key metrics, significant changes, corrections and inspection records current.

Focus sectors and other sectors are evaluated differently

The ministry publishes evaluation requirements and focus-sector scope as part of annual work. Companies in a focus sector should self-assess against the relevant sector requirements on the management platform. Other companies generally follow the generic evaluation requirements and the current General Principles for Green Factory Assessment.

Classify the company using its main products, production process, national industry classification and platform definitions, not its name alone. Requirements, focus sectors and benchmark values can change by annual notice; do not reuse last year's sheet indefinitely.

National nomination is not a one-off paperwork contest

National recommendations emphasize representativeness, leadership and truthful data and materials. Current rules require dynamic tracking of Green Manufacturing lists. Listed organizations at the national, provincial and municipal levels keep filing key measures. They may be removed for late submissions, fabricated data, major accidents or material business changes that leave them ineligible.

It is therefore better to build an ongoing data register and material-owner process than to collect files in a rush at application time.
